In this chapter we have,

(1,) An earnest exhortation to the Jews to repent, and make their peace with God, in order to prevent the judgments threatened before it was too late, 1-3.

(2,) A denunciation of desolating judgments to the neighbouring nations, which had assisted in bringing calamities on Israel, or had rejoiced therein; particularly the Philistines, 4-7; the Moabites and Ammonites, 8-11; the Ethiopians and Assyrians, 12-15.
