Verse 19
Num 23:19 God [is] not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do [it]? or hath he spoken, and shall he not make it good?
Ver. 19. That he should repent. ] When at any time God is said to repent, it is Mutatio rei, non Dei; effectus non affectus; facti non consilii: it is not a change of his will, but of his work.
