Chapter 5 falls naturally into two parts: Hosea 5:1-7, where the emphasis is upon guilt; Hosea 5:8-15, which deals primarily with judgment. The address is directed against (1) the priests, (2) the people, (3) the king and his courtiers. Which of these receives primary attention it is not always easy to say. The civil and religious leaders are largely to blame, but all must suffer the consequences.
