Who art thou, O great mountain? The "mountain" is a figurative expression to denote the various difficulties that stood in Zerubbabel's way and impeded the carrying out of his great design. The "small things" are the weak and poor beginning of the temple ( Haggai 2:3 ); as the Targum glosses, "on account of the edifice, because it was small."
