"Hear, O heavens, and give ear, O earth: for the Lord hath spoken, I have nourished and brought up children, and they have rebelled against me." In verse 1, there was the introduction of who, when and where. IN verse 2 God begins immediately to speak of the condition at hand. And it is not a good word! Hear, O heavens, and give ear, O earth - word study, give; God is speaking; Who does God speak to? He always speaks to His creation, for that is why He made it. He speaks to men, He speaks to angels, He speaks to demons and He speaks to created heaven and earth. the heavens are filled with the angels, and the earth is filled with men and demons. For we know that demons afflicted much on the earth to attack mankind. But God is also able to speak to stars, atoms, soil, trees and other objects of His Divine creation. throughout the Scriptures is this phrase used over and over, 'The Lord which created heaven and earth'. He is the Maker of all of it. He speaks to all of it. He is able to say to the sun, 'STand still' and it does. He says to the ocean waves, 'Come forth and no further' and it does. HE says to the moon, 'Rise up and go down' and it does.
