Albert Barnes' Notes on the Whole Bible - 1 Kings 9:19

“The cities of store” contained provisions stored up for the troops (compare 2 Chronicles 32:28). They seem to have been chiefly in the north - in Hamath 2 Chronicles 8:4 and Naphtali 2 Chronicles 16:4. On the “cities for his chariots,” see 1 Kings 10:26 note.By “that which Solomon desired to build” (see the margin) seem to be intended “pleasaunces” in or near the capital, and in the Lebanon range, built especially for the enjoyment of the king. read more

And Tadmor in the wilderness The name of this city signifies wonderful, or admirable, and it was so named, probably, from the singularity of the thing, in finding here springs and wells of water, and other conveniences to subsist a city, among such horrid and parched sands, with which it was on all sides surrounded. Building development in other cities (9:10-25)Earlier Solomon had borrowed from Hiram about four thousand kilograms of gold to help finance his ambitious building programs. In payment of these debts, Solomon gave Hiram twenty cities in northern Israel. Hiram was not satisfied with these cities and returned them (which meant that Solomon had to look for other ways to repay the loan) (10-14; see 2 Chronicles 8:1-2).To strengthen Jerusalem’s security, Solomon rebuilt the Millo (some sort of... read more

1 Kings 9:18. And Tadmor in the wilderness, in the land— See 2 Chronicles 8:3-4. This Tadmor in the wilderness is generally supposed to be the same with the city of Palmyra, whose ruins are at present so extraordinary, and of which some valuable travellers of our nation have given us the most pleasing and accurate accounts. We refer our reader to these, not only that they may receive great pleasure but great improvement; since it is not possible to conceive higher ideas of Solomon's... read more

18. Baalath—Baal-bek. Tadmor—Palmyra, between Damascus and the Euphrates, was rebuilt and fortified as a security against invasion from northern Asia. In accomplishing these and various other works which were carried on throughout the kingdom, especially in the north, where Rezon of Damascus, his enemy, might prove dangerous, he employed vast numbers of the Canaanites as galley slaves (2 Chronicles 2:18), treating them as prisoners of war, who were compelled to do the drudgery and hard labor,... read more

15-24. this is the reason of the levy—A levy refers both to men and money, and the necessity for Solomon making it arose from the many gigantic works he undertook to erect.
