The circumstances under which the Law was reiterated. These verses are manifestly introductory to the discourse of the succeeding chapters. Moses is about to declare the "testimonies" ( הָעֵדֹת ), what comes forth from God to indicate his will; and the "statutes" ( הַחֻקִּים ), the defined duties of moral obligation; and the "judgments" ( הָמִּשְׁפָּטִים ), or mutual rights of men.
