Patriot, born Dublin, Ireland, 1746; died London, England, 1820. Entering the Irish Parliament, 1775, he won fame as an orator, advocating free trade and legislative independence for Ireland. Though a Protestant he championed the Catholic Relief Bill, and, having retired from Parliament, 1797, re-entered, 1805, chiefly to help that cause. He presented Catholic petitions, 1808,1810, and in 1813, with Castlereagh and Canning, succeeded in having the bill pass through a second reading.
