The purpose of Exodus 7:14-25 is to record the instruction Moses received for his third confrontation with Pharaoh and to record the LORD’s reason for the plagues: that Pharaoh and Egypt may know that He is the LORD. He then commanded Moses and Aaron to declare His demand to Pharaoh and then to perform the first of the ten plagues: turning all the water of Egypt into blood. Pharaoh summoned the magicians who did the same by their satanic practices and Pharaoh’s heart remained hardened.
