Psalms 146 is one of the "Hallelujah Psalms"
The Hebrew word "Hallelujah" was interpreted by the King James English scholars and written as "Praise Ye The Lord". We have six divisions of Psalms that begin and end their verses with this English, "praise phrase": "Praise Ye The Lord", and in our study today the first line if spoke using a combination of Hebrew and the King's English would read:

Hallelujah! Praise the Lord, O My Soul!

With the Hebrew word "Hallelujah", addressing the Children of Israel: (Praise Ye the Lord),
and (Praise the Lord, O my soul), addressing the Psalter/Psalmist, that wrote this Psalm.

It is important to know that this is a song, a "Call and Response" kind of song, and if we were to sing something like it in the COGIC church we might sing:
"Praise the Lord Everybody?, and the congregation would respond: "Praise the Lord"...
"Praise the Lord Everybody? Praise the Lord!"
"Praise the Lord Everybody? Praise the Lord!"
"Praise the Lord everybody? Praise the Lord"
... etc. etc. etc.
