Moses, through God, was telling Israel that they could eat non-sacrificed meats within their gates and not have to bring them to the door of the tabernacle of meeting to offering as a peace offering. This differed what they practiced in the wilderness as was outlined in Leviticus 17. However, the ordinance about eating the blood of the animal didn't change. Why wasn't Israel allowed to eat of the blood of an animal. In Lesson 42 of our study of Deuteronomy we learn the answer to this question.
