Question on Baptism & Colossians 2:12-13

Who can, and who cannot come to God? Certainly, no one could come to God had He not provided the means of access into His presence! But how does God "draw men" unto Himself? Does this drawing include or exclude a person's free will? Does this drawing require some miraculous operation on a person's heart? If so, why would He not operate on the hearts of all? ...
